Central Office

Administrative and Finance Department (AFD)

The AFD being the resource manager of the Commission has for the period done the following allocations.

Human Resources Management Services

CV 2002 was a very productive year for this activity. The Commission issued an unprecedented record high of 91 appointments. This is broken down into 56 original appointments, 29 promotional appointments and 6 other appointments. There were also a number of separations from the service mostly by retirement, 228 employees benefited from trainings and seminars. There were 4 in-house trainings for 152 employees, while 38 employees were sent to external seminars. 38 employees were sent to foreign trainings.

The economic condition of the country reflected 356 loans with GSIS and PAGIBIG compared to 200 in CV 2001. This reflects a 55% increase for the same period. Employees on the other hand received benefits from the same institutions in terms of dividends. Employees also enjoyed salary increases through step increments and productivity pays.

The Commission in coordination with the Philippine Children’s Medical Center was able to recruit 77 employees and friends of NTC to donate a total of 32,950 cc of blood. 76 students from various schools were helped to finish their “on-the-job” training with the Commission. The Commission accommodated 61 students from 2 schools to complete study tours/visits as required by their courses.

NTC also hosted the CESB Tuesday Club for CESOs in Metro Manila. One Youth-Official-For-The-Day was accommodated for duty assignment at NTC during the observance of the Quezon City Lingap sa Kabataan.

Financial Resources Management Services

Payments for licenses, permits, certificates, fines and penalties issued or imposed centrally were received by the appropriate unit of the AFD. It receipted Php 1,348,023,113 collections for the Central Office and consolidated those of the regions. The increase in collections of 14% over CY2001 made the Commission collect Php 1,423,730,473.

The disbursements for the period came from an allotment of Php 139,619,000. This is 2% higher than CV 2001. Personal services is 64% of the allocations while 34% went to maintenance and other operating expenses. Only 2% was allocated for capital outlay. Released allocations is 99%. The AFD worked out for the release of funding for the 8th ASEAN Telecommunications Regulators’ Council Meeting amounting to Php 800,000.

In recognition of the exemplary performance of the Commission, an additional allotment of Php 52,140,000 was allotted to the Commission. Php 16,200,000 was allotted to purchase motor vehicles to be used for the operational activities of the Commission. Php 5,940,000 was allotted for the rehabilitation of the office buildings nationwide while Php 10,000,000 was allocated for IT facilities. Php 10 Million each were allocated for IT facilities for the lone district of Camiguin Province and the 3rd district of Pampanga.

Material Resources Management Services

Routine purchases for supplies and materials were made during the period. Procurement was made on the need basis. Procurement included additional units of monobloc chairs used for examinations at the Multi-Purpose Hall. Acquisitions for Hot and Cold Water Dispensers for use at the Training Room and the Executive Conference Room were done during the period.

Wooden cabinets for CCAD and the Executive conference room were fabricated likewise during the period. Physical inventory of furniture and fixtures were partially done. Partial inventory of computers and other equipment was done during the same period.

Requisitioned supplies and materials were issued to end-users. The canvass for the procurement of supplies/materials, furniture’s, computers and other equipment were also made during the period.

Machine and Other Resources Management Services

Low-level preventive maintenance activities were done “in-house” or by the contracted janitorial service provider. These activities include repair of minor building defects. Cleaning of the four corner stainless wall cladding were also done, including exterior glass panels, NTC signage and the underground water tank. Pest control is outsourced through a contractor. Corrective maintenance for motor vehicles at the Central Office is taken cared of by a contracted service provider. Fuel supplies such as diesoline, oil and lubricants were also outsourced through a contractor. Three motor vehicles were accepted for permanent transfer to the Commission by the DOTC. Guidelines for the issuance of trip tickets forvehicles were also issued. Smooth and orderly flow of vehicles at the NTC parking area was also supervised.

General Services Management Services

Security services was outsourced through a service provider. The contract is to provide security service for 24 hours, 7 days a week.

Janitorial service was also outsourced. Work consisted of cleaning and clearing of exit doors and stairs, corridors, and the general work areas during office hours. Work was also made at the grounds and pathways of the Commission including the NTC Hostel.

Accommodation of NTC employees and guests as authorized were done at the Hostel.

For security purposes, Visitor’s Slip Forms are required to be filled up by personalities coming to the Office

Public Utility Services Administration

Accredited carriers provided telephone, Internet and water services. Cost of these services is substantial. Photocopying services are either in-house or outsourced.



Radio Regulations and Licensing Department (RRLD)

The following accomplishments highlighted the RRLD’s performance in the year 2002.

  • Processed a total of 44,873 various licenses, permits and certificates.
  • Prepared and compiled the Quality Standards System’s Manual of the Commission in compliance to Regulationl/8 of the STCW-95 Convention.
  • Drafted for approval the following Memorandum Circulars and Office Orders relating to STCW-95 Convention, to wit:


MC 15-12-2002 - Prescribing a Quality Standards System in the processing of Certificate of Competency (COC) of marine radio personnel and Endorsement to holders of Radio Electronic Certificate (REC).

MC 16-12-2002 - Prescribing a Quality Standards System on Radio Training Centers offering short-term GMDSS Radio Communications courses.

MC 17-12-2002 - Rules and Regulations governing Radio Training Centers offering Short-term GMDSS radio communications courses.

Office Order 84-12-2002A - Implementation of the Quality Standards System for the Accreditation of Radio Training Centers and Certification of Marine Radio personnel.

Office Order 84-12-2002B - Creation of Review and Update Committee of the Quality Standards System pursuant to SIC W-95 Convention.

Office Order 84-12-2002C - Appointment of a Quality Management Representative.

Office Order 84-12-2002D - Creation of an Internal Quality Audit Committee in compliance with the STCW-95 Convention.

  • Represented the Commission to various meetings and conducted inspection with the Maritime Training Council -Technical Working Group on several radio training centers offering short-term GMDSS radio communications courses.
  • Conducted radio regulations and licensing seminar to alt Regional Offices to standardize the issuance of permits and licenses.
  • Conducted regular ocular inspection of all accredited radio training centers to verify compliance with existing regulations.
  • SSSD was endorsed as the official representative of the Commission to the National Disaster Coordinating Council, Office of Civil Defense. The council is directly involved in disaster management in the country.
  • SSSD was also named as the official representative to the Metro Manila Earthquake Impact Reduction Study being conducted by JICA, MMDA and PHIVOLCS. The study aims to develop a contingency plan and information system to minimize if not totally eradicate the loss of lives and properties during earthquakes which is being predicted to occur soon


Legal Department (LD)

In the year 2002, the Legal Department disposed of 388 authorization cases and 86 administrative cases.

A total of 752 hearings were conducted for the year and 213 interlocutory orders were issued which resolved pertinent issues that bear significantly on the disposition of both authorization and administrative cases.

There were 127 applications for incorporation received from the Securities and Exchange Commission (SEC) which were acted upon on a non-objection basis.

A number of Legal queries/issues were presented for resolution. Out of the 186 received, 177 issues were resolved and submitted in the form of briefs, position papers and draft letters for consideration of the Commissioners.

Among the significant decisions for the year are the Certificates of Public Convenience and Necessity (CPCN) issued to
6 telecommunications carriers namely: Islacom, Smart Communications, Inc., Philcom Corporation, Digital
Telecommunications Philippines, Inc., Capitol Wireless, Inc., Globe, Telecom, Inc. and PILTEL who formally received
their certificates during NTC’s 23”~ Anniversary Program.

Other decisions rendered consist of the following: 71 Certificates of Authority (CA) issued to Cable Television System Operators, 20 Certificates of Public Convenience (CPC) issued to Radio and Television Broadcast Service Operators, 23 Certificates of Public Convenience and Necessity (CPCN) issued to Telecommunication Carriers. A total of 61 decisions were rendered approving various petitions such as the Sale and Transfer, Modification of Rates, Transfer of Location, Increase in Power, Withdrawal of Remaining Balance of Escrow, Change of Frequency, and Change of Name, among others.

Telecommunications Planning and Development Department (TPDD)

  • Coordinated the preparation, publication and distribution of the 2001 NTC Annual Report.
  • Formulated the 5-year Medium-term Agency Plan for the period 2002-2006.
  • Collated operational data on a monthly basis and subsequently prepared the following periodic reports for submission to DOIC.

  • Issued 834 Permits to Import/Release Clearances for CPE5

Common Carriers Development Department (CCAD)

The CCAD was responsible for the Commission’s issuance of Memorandum Circulars to address the following issues confronting the telecommunication industry, namely:

  • Provision of high-speed networks and connectivity at rates comparable to neighboring countries in order to make IT and IT-related industries globally competitive (MC 05-05-2002, Rules and Regulations on the Provision of High Speed Networks and Connectivity to IT Hub areas);
  • Allow local exchange carriers pricing flexibility for their local telephone service including the introduction of local measured service and prepaid service to address oversupply of local telephone lines (MC 09-07-2002, Implementing Rules and Regulations for Specific Guidelines for Competitive Wholesale Charging for Interconnect Services);
  • Encourage small, medium and micro enterprises to invest in telecommunications through the installation of public calling stations and/or telecenters particularly in the rural areas to help promote universal access (MC 08-07-2002, RuLes and Regulations Authorizing Entities other than Public Telecommunications Entities to Install and Operate Public Calling Stations/Offices and Telecenters); and
  • To address quality of service of cellphone companies, minimum service performance standards were set and prescribed (MC 07-06-2002, Service Performance Standards for the Cellular Mobile Telephone Service).

Broadcast Services Division (BSD)

During the year, the Broadcast Services Division, in coordination with other offices, has initiated in coming up with a memorandum circular relative to the proposed amendment to the FM Broadcast Technical Standard on Frequency Separation from the original 800 KHz. to 400 KHz. All inputs and recommendations from the industry were also taken into consideration for inclusion to the said memorandum.

BSD has also made consultations with the cable television industry in coming up with Guidelines on Program
Provisioning for cable television in the light of the recent event involving the pulling out of programs being offered by
Star Television from Destiny Cable, Inc. The move is being initiated in order to protect other cable operators who may
have experienced the same problem with program providers.

They have issued a total of 1,497 various Licenses, permits and certificates and facilitated the collection of supervision fees amounting to Php34,036,264.51

Frequency Management Division (FMD)

The FMD had undertaken the following important activities in 2002:

  • Organized public hearings and subsequently drafted and submitted for approval MC 14-10-2002 which provided the Frequency Allocation of Public Radio Network Services (PRNS)
  • Initiated public hearings and industry consultations resulting in the issuance of MC 06-05-2002, providing for the frequency allocation for Wireless Interface for PABX Systems and Costumer Premise Equipment
  • Prepared proposed draft memorandum circular for frequency allocations for Fixed Services/Point-to-Multipoint (Broadband/Multidistribution System) and draft memorandum circular for extension of the frequency allocation for Telephone Line Extender
  • Processed a total of 937 frequency applications consisting of 11,807 Notice of Frequency Supportability (NFS); 16,042 Frequency Assignment Sheet (FAS) and 3,786 Frequency Assignment Notice (FAN)
  • A total of 203,636 frequency coordination’s were made during the year

OTHER REGIONAL OFFICE HIGHLIGHTS AND SPECIAL PROGRAMS/PROJECTS

NTC NCR

  • NCR focused mainly on its delivery of basic services and implementation of telecom policies and guidelines set forth by the Commission to attain a healthy telecoms environment conducive to rapid growth in the global arena. They have intensified its monitoring and validation activities to pave the way for efficient services by the TELCOS, which account for the biggest revenue generated by NTC. To ensure this, NCR continuously coordinated with the industry in clearing the spectrum of unwanted signals and interference.

 

NTC CAR
The Regional Office has been active in various inter-agency activities in the region, most notable of which addressed the following areas:

  • Disaster management. The office chairs the Communications and Warning Committee under the Regional Disaster Coordinating Council. They were able to initiate and motivate seventeen civic action groups into integrating themselves towards a common goal that of being bonded so as to be effective and reliable during calamities or disasters. This group was registered with the SEC as the Cordillera Integrated Communications Groups, Inc.
    Another activity under this area is the signing of a Memorandum of Agreement with the KBP and the Office of Civil Defense in reviving the Emergency Broadcast System in the Cordillera region.
  • Consumer support. As a staunch supporter of the Consumer net, the office organized the OSPAC staff to implement the blocking of pre-paid cell phone subscribers. They have espoused the empowerment of consumers through presentations with the media and earned a citation during the Consumer Month celebration.
  • Infrastructure support. The Director was able to assist the Northwestern Luzon Growth Quadrangle in its telecommunications planning. Various local government units and small-to-medium enterprises were assisted in their telecommunication needs through technical advises.
  • Other regional support. The office actively supports the Regional Law Enforcement Coordinating Committee, a policy formulation body that centers on the peace and order of the region. They also support the Regional Information Technology Coordinating Committee, a technical working group spearheaded by DOST designed to formulate a Regional ICT Investment program. They also participated in Baguio City’s PANAGBENGA, a yearly activity centering on the city’s cut flower industry and the SUMVAC which enables the office to assist the influx of Local and foreign tourists during summer.

 

NTC REGION I

  • The Regional Office facilitated the resolution of the interference case between Globe Telecom and PT&T in the municipaLities of San Fernando, La Union; Paoay, ILocos Norte and Dagupan City which gained commendation from former NTC Commissioner ELiseo M. Rio, Jr.
  • They participated in the implementation of PATROL 117 or People’s Action Team Responding On-Line in the municipalities of Marcos, Banna and Currimao all in the province of Ilocos Sur.
  • They participated in the successful implementation of RMC Region I projects and programs such as OPLAN KaLakbay 2002, a motorist assistance program during the Lenten season; Medical and Dental Mission in April 2002, and; OPLAN Kalakbay BaLik-EskweLa 2002.

 

NTC REGION II

  • The Regional Office exceeded most of its Performance Target for the year which resulted in increase of its income compared to last year. They intensified inspection and enforcement activities which include the complete inspection of the telecommunication facilities of Globe Telecoms, Digitel and PLDT to determine the quality of their services offered to the public. They also monitored interconnection agreements between these telecom carriers. All CATV, Broadcast and TV stations in the region were inspected during the year.
  • OPLAN RADIO was Launched with the cooperation of the PNP. Holders of unregistered radio transceivers were apprehended and the corresponding administrative cases were filed against them.
  • They conducted information dissemination programs and dialogue with amateurs, civic action groups and business groups including Local’ and military officials regarding the functions of NTC. The activities lined-up under the OSPAC had been disseminated live through interviews by the Broadcast and CATV stations.
  • The office with support of DIGITEL, PLDT, SMART and Eastern Telecoms initiated a week-long and region-wide program dubbed as “Libreng Tawag Abroad at National”. A total of 3,089 recipients availed this program and were made happy to hear their relatives abroad for free.
  • Through the functions of OSPAC, they coordinated with DTI in connection with Consumer Net activities on information dissemination of consumers’ rights using facilities of radio and CATV stations.
  • They participated with the workshop conducted by NEDA on the upgrading of the Regional Physical Framework Plan by generating inputs in the communications infrastructure sector.
  • In relation to its chairmanship of the Committee on Warning System of the Regional Disaster Coordinating Council, the office initiated a consultative meeting with the regional heads of DILG, PNP, OCD, local TELCO5 and the different radio civic groups with the objective of establishing and efficient and effective radio communications network not only during disasters but also in the maintenance of peace and order.

 

NTC REGION III

  • The newly installed Regional Director instituted reforms and clear-cut policies upon her assumption to duty highlighting her steadfast graft-free policy which resulted in the office performance having exceeded most of its targets.
  • They designed ways and means to further improve the delivery of frontline services by reducing the processing time and instituting the “WHILE YOU WAIT POLICY” giving meaning to the CSC slogan “BAYAN MUNA, HINDI MAMAYA NA.
  • In matters relative to the supervision of the telecoms industry, the office received commendations from the two Leading companies, Globe Telecom and Smart Communications for the swift and decisive resolution of their interference complaint resulting in the normal flow of communications traffic.
  • In coordination with the DPWH Region 3, the office received appreciation for the project undertaken by the office’s Community Extension Service in improving the road pavement that solve the perennial problem of flooding during the rainy season.

 

NTC REGION IV

  • The Regional Office actively participated in the summer’s OPLAN KALAKBAY, a pilot program of the DOTC which aimed to provide the traveling public with traffic, medical and communications assistance during the Lenten season. The same assistance was extended to the public on All Saints Day. Some of the staff were required to render 12-hour duty from Monday to Sunday at the radio monitoring stations in Batangas and Lipa City. Field operations in strategic parts of CALABARZON were conducted in tandem with the LTO Flying Squad, various radio amateur and civic groups together with police and military escorts.
  • They were involved in the plans and programs of the Regional Disaster Coordinating Council and the Director was chosen to head the Communications and Warning Sector where the groups was able to draw contingency plans to be implemented in times of calamities and emergencies.
  • They participated and coordinated with several regional links such as the Regional Peace and Order Council, Regional Development Council, DOTC Regional Management Council and Southern Tagalog Association of Regional Executives.
  • The Regional Director conceptualized the office publication of ‘The Airwaves” as a way of informing the public of the activities of the regional office and sharing informative materials.

 

NTC REGION VI

  • OPLAN Radio was launched in coordination with the local PNP units. Three such operations resulted in confiscation of 82 transceiver sets and apprehension of 23 others
  • Safety maritime circulars were implemented with dispatch in order for maritime vessels to beat the deadline for mandatory installations of GPS, EPIRB and NAVTEX.
  • OPLAN KALULUWA was successfully Launched during All Saints Day to assist motorists, commuters and people coming to the cemeteries.
  • The mandatory local interconnection in the Province of AkLan between Pantelco, Cruztelco and Islacom was facilitated by the Regional Office.
  • The Panay Amateur Radio Club was tapped by the Regional Office to assist in curbing the proliferation of illegal radio installations and operation in ILoilo City and to formalize this a MOA was signed between the Regional Office and PARC.
  • They coordinated with the Regional Disaster Coordinating Council on communications and warning concerns. The Oplan Panawagan Operating Manual the first operating manual that was published by the RDCC was launched.
  • RDCC 6 KABALAKA 2002, a project intended to benefit the Sabah deportees that were housed in Zamboanga and Basilan was successfully launched. A telethon that was conducted in September generated funds through donations and pledges amounting to Php253,696.10. A 20-footer container of relief goods were also received and sent to the intended recipient in Mindanao.

NTC REGION VII

  • The Regional Office maintains Linkages with other government agencies and organizations to make dissemination of information in the region easier. The Regional Office is a member of the Regional Management Council, ARENA 7, AGIO 7, Regional Development Council, Consumernet-7 and Regional Disaster Coordinating Council.
  • They actively participated in “Halad sa Katawhan ni Presidente Gloria Arroyo, a joint project of the Office of the President Visayas and ARENA-7 with the objective of bringing the national government services closer to the people.
  • They actively participated in the 2002 Sinulog activities.
  • They actively participated in the Oks na Oks sa DOTC Oplan Kalakbay.
  • They implemented the Memo Circular on Mandatory installation of GPS and Radar on board vessel with gross tonnage of 150.

 

NTC REGION VIII

  • A staff Engineer III has extensively designed and improved the computerization of the different processes of the Regional Office. This includes licensing, disbursement and other areas such as MIS, Listing of various RSL/ROC, NTC Issuances, Cell phone blocking request, rates and registration of equipment through amnesty. Other areas for computerization are currently being developed. The developed system has the capability of performing functions such as encoding, editing, database related uses and printing.
  • The Regional Office maintains linkages and regularly participates in activities of the DOTC-Regional Management Council, REAL~8, Infrastructure Committee of the Regional Development Council and the Regional Disaster Coordinating Committee.

 

NTC REGION IX
The Regional Office has vigorously implemented the following programs and projects:

  • Computerization. A local area network is now efficiently in place and operational. A database has been structured and built and is being used for records retrieval purposes among others. A regional website is currently under construction and databases for other processes are being developed.
  • Oks na Oks Action Center. The Regional Office participated in the Oplan Kalakbay (Balik-Eskwela) and Oplan Kalakbay 2002 (Mahal na Araw)
  • Anti-Graft and Corruption Program. Suggestion boxes has been set-up in conspicuous areas around the office premises. Transparency on office operation and accountability of personnel are being implemented based on the rules and regulations of the CSC, COA and DBM.

 

NTC REGION X

  • Conducted a Conference-Workshop on Cables and Wires Situation in Cagayan de Oro participated by different telecoms and cable tv companies including the City Government of Cagayn de Oro which resulted in the formation of the Northern Mindanao Information and Communications Task Force.
  • Established a Regional Radio Network to complement with PATROL 117 of the DILG.
  • Conducted a Mobile Licensing Program in Butuan, Valencia and Malaybalay.
  • Assisted in the re-activation of Radio Clubs in the Region.
  • Participated in activities of NEDA, RITECC, OROX and RMCX.
  • Strengthened the working relationship between KBP and NTC X.
  • Resolved the interference problem between Globe Telecom and PT&T.
  • Actively participated in activities of MEDCO-MITTF.
  • Other ongoing activities include the construction of NTC X website, online licensing program and establishment of a Broadcast Technical Committee in Region X, Mobile Licensing for other areas in the region.
