The revenue collection efforts of the Commission were made in coordination and cooperation with the Central Office licensing units, as well as, with the Regional Revenue Collection Centers. There is a 19.09% decrease in CY2004 collections compared to CY2003. The bulk of the decrease came from the non-recurring and windfall collections made in CY2003 such as those from the collections of the other Service income, specifically Supervision and Regulatory Fees paid by telecommunication service providers. The Commission made a minimal 2.68% excess of collection over Targets. The bulk of collection still came from payments of supervision and regulatory fees. Fees collected from franchising and licensing followed. Service income was not as predicted. There was also a drastic decrease in fines and penalties on Service income both compared with CY2003 and with the target. Fines and penalties on permits and licenses significantly increased over targets and with respect to that of CY2003. Expenditures administration, on the other hand, depended on a re-enacted budget; hence, levels of expenses have not increased dramatically. It should be noted that obligations incurred by the Commission are lower than allotments. Financially, the Commission has a Revenue-to-Expenditure Ratio of 10. This indicates that the Commission is an agency earning 10 pesos for every peso of expense. There is no significant change in CY 2004 with that of CY2003. The NTC Total Expense in comparison with the estimated Php 500 Billion Investments in the telecommunications and broadcast sector is a measly 0.03%. It is significant to note that the figure indicates an Investment-to-Regulation Expense Ratio of around 3,600, presenting an efficient but not necessarily an effective method of regulation. Present NTC investments in facilities could not respond immediately to technological advances in the sector. An increase in investments on NTC Technologies to around 1% of the sectoral investments will definitely improve the efficiency and effectiveness of NTC. |
