The following were the major accomplishments of the NTC for the
year 2004 in fulfillment of its important objectives:
The start
of the implementation of the new and enhanced NTC Information Systems
Strategic Plan (ISSP) for 2005-2009, which has been presented to the Commission
on Information and Communications Technology (CICT) and the National Computer
Center (NCC) for evaluation and favorable endorsement;
The institution of Customer Care Programs such as the One Stop Pubilc
Assistance Center (OSPAC), Mobile Licensing on Wheels, and Express Serbisyo
sa Publiko;
The allocation of additional frequency band for Wireless Local Loop
(WLL) Technologies;
The establishment of a Quality Standard System (QSS) in the training
and certification of Marine Radio Personnel (Seafarer) as a Philippine
commitment to the International Maritime Organization (IMO);
The issuance of guidelines for the grant of mobile phone dealer (MPD)
and mobile phone service center (MPSC) permits;
The issuance of guidelines for the implementation of the SOLAS Convention
amendment requiring Automatic Identification System (AIS) and International
Ship and Port Facility Security Code (ISPS);
The issuance of guidelines for the Communications Technicians Course
to support the Arroyo administration's program of job creation;
The ongoing preparation of guidelines to facilitate the prvision of
services using the Internet protocol (IP) enabled services (e.g. Voice
over IP or VoIP);
The issuance of guidelines to further facilitate the growth and development
of the wireless data networks (WDN);
Intensified central and regional revenue collection, an aggressive information
drive for the timely payment of supervisory and regulatory fees within
the statutory deadline on September 30, and the issuance of Office Order
implementing austerity measures-all these combined to meet NTC's total
2004 revenue target of Php 1.46 Billion.
