MAJOR ACCOMPLISHMENTS

The following were the major accomplishments of the NTC for the year 2004 in fulfillment of its important objectives:

1. Addendum to Memorandum Circular No. 15-12-2002 Requiring the Accreditation of Medical Clinics and Issuance of Medical Certificates for Marine Radio Personnel;

2. Addendum to Memorandum Circular No. 17-12-2002 Providing for the Minimum Qualification of Radio Training Centers (RTC) Assessors and Supervisors;

3. Additional Rules and Regulations on the Purchase, Sale, Lease, and/ or Retail of Mobile Phones;

4. Allocating Additional Frequency Band for Wireless Local Loop (WLL) Technology;

5. Rules and Regulations Governing the Repair, Servicing and Maintenance of Mobile Phones;

6. Amending Section 1-1.1 of Memorandum Circular No. 7-04-84, Lifetime Amateur Radio Station License;

7. Amendments to Memorandum Circular No. 17-2-2000: Rules and Regulations Governing Radio Training Centers (RTC) Offering Short-Term GMDSS Radio Communications Courses;

8. ENUM Administration and Registration with NTC to Select ENUM Administrator and Registrars After Guidelines for the Selection have been formulated and issued;

9. Extending the Effectivity Period to Apply for Permits given to Mobile Phone Dealers, Retailers, Repair and Service Centers for Another Thirty Days or Up to October 25, 2004;

10. Extending the Effectivity Period to Apply for Permits given to Mobile Phone Dealers, Retailers, Repair and Service Centers for Another Thirty Days or Up to November 25, 2004;

11. Extending the Effectivity Period to Apply for Permits given to Mobile Phone Dealers, Retailers, Repair and Service Centers for Another Thirty Days or Up to January 25, 2005;

12. Frequency Band Allocation 14-15.5GHZ for Aeronautical Mobile Satellite Service on Secondary Basis;

13. Guidelines for the Grant of Certificate of Recognition to Accounting Authorities in the Maritime Mobile Service;

14. Guidelines for the Implementation of the SOLAS Convention Amendment Requiring Automatic Identification System (AIS) and International Ship and Port Facility Security Code (ISPS);

15. Installation and Operation of Public Coast Stations;

16. Modified Administrative Fee for Value Added Services;

17. Ocular Inspections of All Radio Stations Operated by Public
Telecommunications Entities;

18. Mandatory Taping of Radio and Television Programs;

19. Prescribing Guidelines for the Special Registration of Unregistered Radio Transceivers On Board Commercial Fishing Vessels of 3.1 Gross Tonnage and above;

20. Rules and Regulations Governing Radio Training Schools (RTS) Offering
Communications Technician Courses(CTC);

21. Schedule of Regular Radio Operators Examination in the Regional Offices for the Year 2004;

22. Service Performance Standards For Internet Access Services and Wired Telecommunications Services.
