| |
| Vested with jurisdiction in the supervision and control over all telecommunications and broadcast services / facilities in the Philippines. |
- Grant Certificate of Public Convenience and Necessity/Provisional Authority to install, operate and maintain telecommunications, broadcast and CATV services.
- Grant licenses to install, operate and maintain radio stations
- Allocate/sub-allocate and assign the use of radio frequencies
- Type-approve/type-accept all radio communications, broadcast and customer premises equipment
- Conduct radio communications examination and issue radio operators certificate
- Prepare, plan and conduct studies for policy and regulatory purposes
- Monitor the operation of all telecommunications and broadcast activities
- Enforce applicable domestic and international laws, rules and regulations, prosecute violations thereof, and impose appropriate penalties/sanctions
- Issue licenses to operate land, maritime, aeronautical and safety devices
- Perform such other telecommunications/broadcast-related activities as may be necessary in the interest of public service

| NTC as the principal administrator of Republic Act 7925, in addition to the above functions, is also vested with the following responsibilities: |
- To authorize, supervise, regulate and monitor the operation of public telecommunication services and broadcast services.
- To authorize service rates for public telecommunication services.
- To undertake frequency management activities and ensure effective use of the radio spectrum which is a limited natural resource.
- To undertake the registration and licensing of radio transceivers and stations including radio stations for commercial, maritime, aeronautical, broadcast, common carrier, amateur, personal and government radio communication services.
- To establish, promulgate, implement and enforce technical standards as well as rules and regulations for the effective use of telecommunication and broadcast facilities.
- To provide technical advisory assistance to other government agencies and other entities on matters regarding telecommunications.
- Foster a healthy competitive environment in the telecommunications sector.
- Establish a stable, transparent, speedy and fair administrative process, giving due regard to the observance of due process.
- Manage and administer the radio frequency spectrum, including the imposition of reasonable spectrum usage fees.
- Deregulate rates when the market is highly competitive and move towards cost-based rates.
- Democratize ownership of telecommunications and broadcast services.
- Register value-added service providers.
